supervise-daemon: implement SSD_IONICELEVEL
supervise-daemon was apparently overlooked when support for the
SSD_IONICELEVEL environment variable was added. This commit brings
supervise-daemon up to parity with start-stop-daemon with respect to
this environment variable.
