Since this service is now *bsd only, we don't need to worry about
reading this value from /proc/sys.

This moves urandom to *bsd only and adds seedrng as a separate service
for Linux.
This fixes #510

The RNG can't actually be seeded from a shell script, due to the
reliance on ioctls. For this reason, the seedrng project provides a
basic script meant to be copy and pasted into projects like OpenRC and
tweaked as needed: https://git.zx2c4.com/seedrng/about/
This commit imports it into OpenRC and wires up /etc/init.d/urandom to
call it. It shouldn't be called by other things on the system, so it
lives in rc_sbindir.

This makes the URIs shorter and dynamic: whatever the default branch
the repo uses will be used.

The clock services had a very long list of "before" dependencies that
referred to other services within OpenRC. For ease of maintenance,
convert these to "after clock" dependencies in the individual services.

Add -docker keyword to the same scripts that have -lxc keyword.

In the past, OpenRC was a hybrid of a centralized and file-scope
license/copyright structure.
I followed the instructions from the Software Freedom Law Center [1] to
convert to a Centralized structure where possible, for easier future
maintenance.

This adds the -systemd-nspawn keyword to service scripts which are not
intended to run in systemd-nspawn containers.
This fixes #52.

This was requested by Debian, because the minicom software, which is
available on Debian and other distros, has a binary named runscript. We
are keeping a backward compatibility symlink for now, but this allows
Debian or any other distro to safely remove the symlink.

SBINDIR and BINDIR can be set independently of PREFIX. This fixes
broken shebangs in service files when SBINDIR is set to something other
than PREFIX/sbin

Urandom should not run in lxc containers since it is provided by the
host.

We now have a team member who is interested in OpenRC on prefix, so I am
bringing it back to the main tree.

I spoke with the prefix team sometime back and was told that they do not
have an interest in using OpenRC on prefix systems.

We want the seed to be preserved across reboots, so move it to /var/lib.

Convert the style:
var=$((${var} + 1))
to:
: $(( var += 1 ))
The latter is easier to read imo.
