tests: Add test for push descriptor allocation
Add unit test case for attempting to use vkAllocateDescriptorSets with a
descriptor set layout created with the push descriptor flag
VK_DESCRIPTOR_SET_LAYOUT_CREATE_PUSH_DESCRIPTOR_BIT_KHR set.
