layers: Improve validation cache ID parsing
- Code previously assumed that SPIRV_TOOLS_COMMIT_ID was a SHA1 hash;
this assumption is now more explicit.
- Replace some literal constants with VK_UUID_SIZE.
- Handle the purely hypothetical case where VK_UUID_SIZE*2 > SHA1 size
