vulkaninfo: load user32.dll dynamically
Instead of depending on user32.dll, this library is
now loaded dynamically.
This change is needed to redistribute vulkaninfo.exe
as a part of "universal" windows driverm, by making
vulkaninfo pass the 'ApiValidator' test.
