layers: Add VU check for VkSwapchainCreateInfoKHR
Added validation check for zero values in
imageExtent of VkSwapchainCreateInfoKHR.
No test included for this VU check as there is
currently no clean method for creating a
VkSurfaceKHR object in
layer_validation_tests.cpp.
