layers: Move CreateBuffer/BufferView routines
Moved out of core_validation, refactored for pre/post calls.
Moved ValidateImageUsageFlags, ValidateBufferUsageFlags, CreateBuffer,
and CreateBufferView, along with a couple of helper routines.
