layers: validate dual-source-blend factors
Fixes #2614
Fixed the following issues with the previous checks:
- Only alpha blend factors were checked
- The checks did not use the individual VUIDs for
each blend factor field
- The check was being run at pipeline bind time,
not pipeline creation time
