layers: Add multi-device/instance support to generated layers
- Converted Generic and ObjectTracker to C++
- Added multi-device/instance support to objecttracker, generic,
and threading layers
- Various cleanup and efficiency changes
- Paramchecker and apidump layers disabled temporarily
