Bug 15392 (Swapchain): Don't check VkPresentInfoKHR's waitSemaphoreCount & pWaitSemaphores
The VkPresentInfoKHR's waitSemaphoreCount may be zero and pWaitSemaphores may
be NULL. These are optional values.
