layers:Remove duplicate cmd buffer binding
Memory objects inherit cb_bindings from BASE_NODE so don't need
redundant command_buffer_bindings. Remove that and update the code to
use the standard cb_bindings.
Also renamed a few vars from camelCase while touching code.
