layers: gh376 Verify memory on vkCreateXXXView
Verify that a vkImage has memory bound to it when
vkCreateImageView is called. Likewise, verify vkBuffer
memory at vkCreateBufferView time.
Also, add tests to vk_layer_validation_tests:
CreateBufferViewNoMemoryBoundToBuffer and
CreateImageViewNoMemoryBoundToImage.
