tests: Add InvalidCmdBufferDescriptorSetBufferDestroyed test
This test creates a cmd buffer and binds a buffer-type descriptor set.
Then it detroys the buffer prior to submitting cmd buffer and verifies
that the cmd buffer is flagged as invalid.
