loader: gh971 EnumPhysDev return VK_INCOMPLETE
vkEnumeratePhysicalDevices should return VK_INCOMPLETE if the
following conditions are met:
a) pPhysicalDeviceCount < number of physical devices available
b) pPhysicalDevices != NULL
The code was actually in place, but was not getting hit.
