layers: add remaining descriptor limit VUs
Add 9 remaining VUs (0fe00d18...d28) that check descriptor counts
against device limits during CreatePipelineLayout(). Modify existing
tests of per-stage limits to expect additional errors when they
also exceed the summed-stage limits.
