layers: Add sType VUIDs to Parameter Validation
- Updated validation check to accept VUID
- Modified PV codegen to calculate VUIDs for sType checks
- Modified PV codegen to verify VUIDs are valid enums before using
- Updated error database for 65 new VUIDs covered
