layers: GH1478, Add error msg for CB invalidation
Previously, any command buffer not in a recording state would emit
an error message indication that BeginCommandBuffer had not been
called. Added a separate message for command buffers that were
invalidated.
- Combined ValidateCMD and report_error_no_cb_begin
- For invalidated CBs, output cause of invalidation
- Updated test for improved error text
