bug 14537: vkGetPhysicalDeviceImageFormatProperties doesn't express all limitations (WIP)
Use VkSampleCountFlagBits exclusively. Note that it can be casted to integer. https://cvs.khronos.org/bugzilla/show_bug.cgi?id=14537
